Check the pirate ability again. You have to win a trick with two wheel cards of the same number.
For example: If you lead Blue 8 and the partner follows with Gray 8, the wheel pair pirate ability can trigger.

I have an ability on my card that lets me see my teammate's card during an exchange, and it says it ALWAYS happens. However, during the exchange, it dod not let me do so at all.
