That's not the official ruling. The official rule states that 12 dominos must be discarded before the game starts, and 3 dominos are available each turn.

Z Play with all 48 dominoes, and line up 4 at a time for domino selection. After all 3 players have selected a domino, discard the leftover domino into the box every round.

Looks like this ruling evolved in the latedt kingdomi edition, after Queendomino was edited.
I will ask the author which version he would like to have implemented here.
