#137108: "Round tracker not always increasing. Incorrect number of damage cards added at end of some rounds"

At the end of each round the round tracker says how many cards to add and then it should increase. The first 2 rounds of our game, it did not increase.

On the 3rd round, I think it only gave us 2 cards when it should have given us 4 (although the tracker said it should be 3)
