Union hall does not work when colonist moves to it.

Move 245 : 2 indigo barrels, 2 sugar barrels
Move 247 : selected the captain
Move 252 : noble to occupy his building (guest house)

Guest house should also let you chose if you want to move colonist or noble.

This is what I cant read in the rules (in bold):"move 1-2 colonists from the guest house at any time, perform the building’s function immediately".

"At any time" does not pose a problem in a real game, but this cannot be respected to the letter in a game between distant players, except to admit that games with players owning the guest house are punctuated by annoying interruptions, most unnecessary.

Therefore, "at any time" must be translated as "at any time of the game when a player would have the opportunity to win or lose VP, doubloons, goods through additional colonists transferred to building(s) from the guest house".

Considering the text of the Union Hall building: "At the beginning of the Captain phase, before shipping any goods, the owner of an occupied union hall receives one bonus VP chip for every 2 barrels of the same type of good on his Compass Rose.", "before shipping any goods" means clearly "before shipping of any player".
Therefore, when a player chooses the role of the captain, there is a turn start sequence to grant victory points to all players who have an occupied Union Hall, this in turn order from the player who chose the role.

It is at the last moment (when the player can no longer obtain more information about the actions of other players), that is when the occupation of the player’s Union Hall is checked, that the one must be able to transfer colonists from his guest house.
