Supply amount?

The rules state that your maximum tokens depends on your supply, and even if a combo were to give you more than you had available, you only get what's available. But it does not state how much is the supply. What is that amount?

Permanently lost?

The rules stated that if a territory is conquered, then one token is lost permanently. Is that token "back into the supply" for the next race/power combo, or is it removed from the entire rest of the game?
